In 1978, Stephen B. Ballard started S.B. Ballard Construction Company in Norfolk, Virginia as a renovation contracting and concrete business. After providing work for clients such as the Norfolk Housing Authority and Eastern Virginia Medical School, S.B. Ballard grew into a full-fledged concrete contracting company. Eventually, we became one of the premier concrete companies in the region.

S.B. Ballard continued to grow and, in due course, we broadened our services to general contracting. Today, S.B. Ballard provides Pre-Construction Services, General Contracting, Construction Management, Design Build and Concrete Contracting Services to an extensive list of clients throughout the Mid-Atlantic and Southeastern regions of the United States.
