Stephen B. Ballard
President/CEOStephen B. Ballard is the owner and founder of S.B. Ballard Construction Company. With over 37 years of construction experience, Stephen oversees all construction operations and corporate functions including strategic planning, project management, estimating, business development, corporate communications, safety and quality.
Stephen B. Ballard has served as a project manager, superintendent, estimator, carpenter and laborer. Since founding the company, he has been involved in each project and provides owners and developers with safe, high-quality facilities.
In addition, Stephen participates in a variety of charitable and civic endeavors. He sits on the Board of Visitors at Old Dominion University and is a board member for the Virginia Beach Wetlands Committee. Stephen B. Ballard is a member of the Associated General Contractors of America, American Concrete Institute and American Society of Concrete Construction. Further, he works with and donates to the Children’s Hospital of The King's Daughters, Horizons of Hampton Roads and various other organizations in the community.
Vice President, Field EngineeringWayne Barrett oversees all field engineering and surveying. He has worked in construction since 1972 and with S.B. Ballard since 1989.
Previously, Wayne worked for Baldwin, Gregg, Miller, Stephenson & Associates. He became licensed as a land surveyor in 1988 and is past president of the Tidewater chapter of the Virginia Association of Surveyors.
Curtis Griffin, DBIA, LEED™ AP
Vice PresidentCurtis Griffin has over 38 years of construction experience and also is a concrete estimator. Curtis has been a laborer, rodbuster, form carpenter, layout man, foreman, superintendent, project manager and estimator. He joined S.B. Ballard in 1993 and became a vice president in 2005.
Curtis specializes in site and concrete contracting estimating and works closely with the estimating team on large general construction projects. He is a certified LEED™ AP and Designated Design-Build Professional from the Design-Build Institute of America (DBIA).
Paul Littlefield, LEED™ GA
Vice President, Project ManagementPaul Littlefield has over 27 years of construction experience and been in his current role since 2005. He oversees the project management team and the day-to-day activities of each jobsite.
Prior to S.B. Ballard, Paul served four years in the United States Army and after completing his tour of duty, he founded PDA Construction, a residential and light commercial construction company. In 2000, he joined S.B. Ballard as senior project manager.
Paul is a certified LEED™ Green Associate and Designated Design-Build Professional from the Design-Build Institute of America (DBIA).
Chief Financial OfficerAnn Mason oversees the accounting, financing, risk management and human resources functions of the company. She joined S.B. Ballard in 2002.
Previously, Ann worked as a Timberline consultant with CIS Consulting, an accountant with Lewis & Company, the accounting manager of Mid-Eastern Builders, and as a staff accountant with The Pepperdine Corporation.
Ann is a Certified Public Accountant and a Chartered Global Management Accountant. She also serves as a member of the Virginia Society of Certified Public Accountants, Construction Financial Management Association, AICPA and the Hampton Roads Financial Executive Forum.
Ann earned an associate’s degree in accounting from Mohegan Community College in Norwich, Connecticut, a bachelor’s in financial accounting from the University of New Haven and an MBA from Old Dominion University.
Vice President, Building Systems EngineeringTim manages the construction, operation and function of building MEP systems as well as sustainable design and construction for all S.B. Ballard projects.
Tim has worked in engineering and construction since 1987 and for S.B. Ballard since 2007. Before Tim joined our team, he worked as an A&E project manager with CEGG Associates, construction sales manager with ColonialWebb Contractors, energy engineer and regional account manager with Potomac Energy & Power Co. (PEPCO) and a mechanical engineer with various A&E consulting firms in Hampton Roads.
Tim became a certified commissioning professional (CxAP) from the University of Wisconsin at Madison School of Engineering. He is a LEED™ Accredited Professional BD+C and certified energy manager (CEM) with the Association of Energy Engineers. He is also a past president of the Hampton Roads chapter of the American Society of Heating, Refrigeration and Air-conditioning Engineers, Inc. (ASHRAE) where he remains an active member.
Tim earned a degree in mechanical engineering technology from Central New England College and a bachelor’s in business management from Old Dominion University. He also obtained a master’s in sustainable design and construction from Boston Architectural College.
Mark Payne, DBIA, LEED™ GA
Vice President, Pre-Construction ServicesMark Payne oversees the estimating department and all functions of the pre-construction process. He also specializes in design-build and CM-at-Risk projects.
Mark has over 30 years of construction experience and joined S.B. Ballard in 1984 as a laborer. Since then, he has served as a carpenter, equipment operator, concrete finishing specialist, project superintendent, purchasing agent and field operations manager.
Mark is a certified LEED™ Green Associate and Designated Design-Build Professional from the Design-Build Institute of America (DBIA). Additionally, he holds several certifications from the American Concrete Institute, Old Dominion University and Sage/Timberline.
Mark is a board member and 2015 president of the Hampton Roads DBIA Chapter, past president and current executive board member of the Association of General Contractors (AGCVA) and is active with the Parking Association of the Virginias (PAV).
Vice President, OperationsDarrell serves as project manager on several general contracting projects. He has been with S.B. Ballard for over 30 years and led our concrete division before it closed.
Vice President, Project ControlsChuck Smith manages the scheduling and tracking of contractors and develops project management policies and procedures. He has been with the company since 2002.
Previously, Chuck worked for Dominion Virginia Power (DVP) for nearly 20 years. While at DVP, Chuck held several carrier positions such as electrician, electrical foreman, electrical supervisor and system maintenance coordinator.
Chuck left DVP in 1996 and entered commercial construction as a project controls engineer for Fischbach & Moore, Inc.
Vice President, Information TechnologyTimothy Thaxton oversees infrastructure, systems, telecommunications, security and applications . Tim leads the design, architecture and development of all information systems for S.B. Ballard Construction Company to scale its operation and meet a wide range of business opportunities.
Tim joined S.B. Ballard as a network manager and became vice president of information technology in 2011. Previously, Tim held a wide range technical positions within government and commercial industries where he honed his technical skills.
Tim earned a bachelor’s of business administration from Campbell University and a master’s degree in information technology from Virginia Tech.
